Declassified CIA-era documents are once again fueling debate over America’s past weather modification efforts after resurfaced records revealed Cold War-era government interest in controlling weather patterns for strategic purposes. The files, originally declassified in 2003 but recently recirculating online, include discussions from the mid-1960s about weather modification research, federal funding, and the strategic importance of atmospheric manipulation during the Cold War. That has prompted fresh claims online that the U. S. government has long engaged in secret weather control programs. One viral post on X claimed, “The CIA has been poisoning the sky and controlling the weather since 1965!” The documents do show that weather modification was a real area of government research.

An 18-page report discussed expanding investment into atmospheric experimentation and weather-related technologies as tensions with the Soviet Union escalated. At the time, policymakers viewed scientific dominance in weather technology as a potential strategic advantage. Former President Lyndon B. Johnson publicly referenced the concept years earlier. Speaking at a commencement address in May 1962 while serving as vice president, Johnson said, “He who controls the weather will control the world.” That remark has resurfaced alongside the declassified files.
